What actually is 'Full Forum Access'?

Looked on Chit Chat and it said at the bottom that I do not have privileges to reply.

Is there a full outline on this site to see what Full Forum Access actually is and what benefit over my current access is?
I am asking this as this chat thread does not seem that different to Chit Chat, but I can reply to one but not the other? Seems a bit odd to run two almost parallel chat threads.

We are in the middle of moving some privileges around, these should only affect non supporters, no there isn't an outline as to what you get if you're a supporter, but once we have finished I will look at doing something.
